		<description>If they are not working and the person has not seen themin a professional capacity then no.  A doctor is the person responsible for starters but if anurse isnot seeing them in a professional capacity at a hospital or centre etc and someone is asking them an opinion off hand, that is all it is, an opinion.  They are responsible for seeking medical advice from a qualified source.</description>
